Submission of the digital VAT ledger

The ARCA (formerly AFIP) in Argentina has introduced changes to the procedure for filing VAT returns through General Resolution 5591/2024. As part of these changes, 90% of taxpayers will now be required to submit the Digital VAT Ledger as the first step. This record must include the previously reported fiscal debits and credits.

Filing requirements and steps

After the submission of the Digital VAT Ledger, taxpayers must comply with several requirements and steps to file their VAT returns:

Integration with form F2002

The primary focus of the new procedure is the use of Form F2002 VAT by Activity. This allows the data from the Digital VAT Ledger to be automatically integrated into the VAT return.

Monthly submission

Once all obligations related to the Digital VAT Ledger are fulfilled, taxpayers must submit their VAT returns on a monthly basis, following the General Due Dates Schedule currently in effect.

Rectifications and corrections

For cases requiring amendments, corrections must first be made directly in the Digital VAT Ledger. This process ensures that the updated data is reflected in the final VAT return.

Implementation timeline

This new measure has been in force since late October 2024 and has been continuously applied. It is expected to remain in place unless further changes to VAT procedures are introduced.

What are the goals of the new procedure?

ARCA highlights that the new process is designed to optimize and simplify tax compliance for taxpayers by leveraging automation and pre-registered data.
