Argentina changes the Federal Public Revenue Administration (AFIP), after Javier Milei signs 953/2024 Decree and creates the Customs Collection and Control Agency (ARCA) as a new autonomous entity under the orbit of the Ministry of Economy. This decision is part of a restructuring process of the Argentine State, aimed at optimizing the management of public revenues and responding more effectively to the demands of citizens, in ambits like customs, taxes and Social Security.  

This decree remarks at AFIP, despite making a fundamental work on tax and customs management, has been oversized and has limitations in its organizational structure, which has affected its response capacity and efficiency. The new agency’s leader will be Florencia Lucila Misrahi, former AFIP’s chief. From now on, she will run as an Executive Director in ARCA. Her new objective is to present a regulatory and organizational proposal to the Executive Branch within a period of 60 business days from the entry into force of the decree. 

In a certain way, the new structure of internal running of this public entity will be driven by an Executive Director, as said before, who has been chosen by the executive power, whose mandate will last four years. Moreover, this person must pass the Management Plan from last term. The Executive director will be supported by two departments: both, one with the General Direction of Customs and another in the General Direction of the Tax Office (in charge of Social Security), are chosen by the Executive, as well as subdirectors. So, this simplified structure permits a good and rational use of human and material resources, as it encourages employed specialization in respective areas. Finally, the government underlines a 34% reduction of public positions (firing plus 3.000 public workers), with an estimated total saving of EUR 6 million.
